| (a) In case of persons who have been residing in Delhi since 20.09.51, and in case of their children, the procedure of issuance of SC/ST certificate is as follows:- Q. Where do I have to go and during which hours? To the office of Sub-Divisional Magistrate in whose jurisdiction you reside, during 9.30 a.m. to 1.00 p.m. to collect the Application form and 2.00 p.m. to 5.00 p.m. to collect the certificate on any working day. Q. Which papers/ documents, do I take with me?
Q. What will be the criteria used while deciding my case? In case where the applicant is a permanent resident of Delhi & has appended a copy of SC/ST certificate issued to any member of his family, no local inquiry is conducted. In such case, verification is done from record available in office of SDM or CCS branch in office of Divisional Commissioner. Where the record is not available in office of SDM or CCS branch, a local inquiry is conducted. In case, no member of the applicants family has been issued a certificate earlier, a local enquiry is conducted. In case of a married woman, the local enquiry is conducted at the place of residence prior to marriage as well as the place of residence after marriage. Such certificate cannot be issued to a
person if he is already in possession of such certificate issued by the Competent
Authority. Q. When will I get the response? You should be getting the response normally within 21 days. (b). Other State SC/ST Certificate Children of persons who have migrated after 20-09-1951 to Delhi are also eligible for issuance of SC/ST certificate on production of their fathers SC/ST Certificate issued by the competent authority of the State/Union Territory from which they have migrated. However, in such cases, the following procedure is applicable:- Q. Which papers/documents, do I take with me?
Q. What will be the criteria used while deciding my case? The SC/ST Certificate belonging to the applicants father will be examined the time of submission of the form by the applicants. In cases where the fathers certificate has over-writing or is illegible or the stamp of the issuing authority is very faint or the certificate is undated, the authenticity of the fathers certificates will be ascertained from issuing authority. Certificate will be issued subsequently. It may be noted that SC/ST certificate cannot be issued to a person if he is already in possession of such certificate issued by the Competent Authority. Q. When will I get a response? In case, the original SC/ST certificate of father of applicant is legible, you should be getting a response within 21 days. In case verification of the certificate is required from the authority who has issued the certificate, you should normally be getting a response within 60 days.
